Why is Interrail only for Europeans?

I know there is a separate rail called Eurail for non-Europeans. But why are there 2 separate rails? Wouldn’t it be more efficient to combine them? Why aren’t non-Europeans allowed on Interrail and vice-versa (Europeans on Eurail)?

The rail system is the same for everyone. The only difference is the name of the rail passes available by companies, Interrail for European residents and Eurail for everyone else. Interrail passes are a little cheaper and cover travel in more countries. But everyone uses the same trains, and two people with different passes can travel together. Most people just buy single-journey tickets (unless they plan to travel a lot in a short time) and not a pass.
